are you sure its eeco, EV 100 is a Blain valve part number

I seem to remember these are known to leak through the needle and seats on the solenoids, kind of like a maxton when parked at a floor. I believe Blain has a write up on their website as to what parts to replace.
This is of course internal leaking through the valve back into the tank.

Yes there is a down leakage kit. Very easy. EMI Porta has them also.
