Ecco bp2 valve

I have an old ecco bp2 pump and motor runs but cant get car to move,tried the adjustment procedure with no luck anyone familar with these?

This unit probably has a BP-3 sizing & bypass valve. Is the bypass ok? Is the BP-2 coil getting energized or is the coil open?

coils on the down side,the up has no coil just bypass valve and relief.appears to be bypassing cant get pressure on system.no prints on job but 2 wires going to coils coming off dn1 and dn2 my valve book says up runs off pump no electrical control.

Had similar problem, removed oil from tank and found part of stopper jammed/ stuck in the oil intake.
