OTIS GCS will not reset governor switch

Cannot get this GCS to reset the governor switch using the written procedure (enabling car gov reset on service tool and hitting gov trip/reset button on the GCS I/O board). What are we missing?

Never mind, we got it. Solenoid/cable unit is a piece of shart. Junk.
