Doors not opening with a hall call. Hall call latches but the doors will not reopen at the floor that the car is at with a hall call. SE, DO button, and car calls all work properly.

Only when the car is already at the floor or for any hall call? Both directions or certain floors?

Only when the car is already at that floor. Up or down all floors.

This N/C 10A contact is my best guess. If that is the problem a car call at the floor would do the same thing.

10A#2 relay fixed the problem. Thanks so much for the help you guys, you helped me add 1.5 years onto my life, and saved me some hair. Haha.
