Otis ucl20

Car is dropping high speed and running on leveling speed only in up direction on the last two floors,drops out half way to next floor.any ideas? Not familiar with this stuff and the most experience I have is tossing it in a dumpster during mods.

Need a better controller description then ucl20.. Type and wiring diagram # on controller tag.

Is it a 21ucl ? and how many floors does it serve
