Otis Gen2 Fire Service

So I’m having trouble with the Fire HAT signal. When I remove one of the HAT wires for testing, the units in the bank do nothing and stay in normal operation. I’ve already checked the parameters and i/o programming according to the sheets. They also match a set of cars that works correctly with the devices.

TLDR - When removing wire 5 or 6 from BO1 for fire testing, the cars do nothing. Any ideas?
