Are directional lanterns required on a passenger elevator in Ohio?

I have a LEV elevator, UPC batteries died and it lost all power. Replaced batteries and powered it back up. Now have a flashing d code which I know means a safety device is open. Have checked all doors and don't see anything out of the ordinary. Elevator car is on the lowest floor but is about 2 inches below the floor doorway. Is there a reset somewhere to get this running again
