Tried jumping out final and up directional. But cannot get it down.

You would be the first to find a car on safety in the overhead. Is this a simplex? You will need access to the car top. Hopefully you will have enough room to lift the car to release the safeties.

When you used your jumpers, the car wouldn't run down or it slipped traction and wouldn't move down?

Yep the OP isn't specific enough. If the car can run, and there is enough room to lift and the CWT isn't landed you should be able to get the gear out. If not the car may have to be lifted via block and tackle, even from thru the rope hole in the MR floor, which I have seen before. If the car is slipping then the fitters can even use the traction sheave to lift the car via soft slings.

Also if you cant access the car top but you know have the overhead and the counterweight is sat on the buffer you can put jacks under the buffer to lift it and remove buffer which may give you the room you need to release the gear . .
