Upon further questioning, the CPU light on the mcu is not lit and it's drv lights are not toggling. D5 and D7 on the motion adaptor are dead as well. TP7 on it is at 0v. I should have asked the tech more questions before I posted anything here. I think he has a defective motion adaptor board.
