Elevator inspection report for a Hydraulic 1967/1970 Dover says that the car emergency lights aren't operational. (check bulbs, battery, and charger)
Where should we look to replace/check these items? A detailed description would be very helpful!

If you don't know elevators, don't be poking around a lift shaft.

This kind of work is not only required to be done by a licensed electrician, but also someone with proper lift training.

Money is better spent on hiring a qualified licensed elevator contractor. If not, you may pay more in fines and legal fees for personal injury and then late state fees on top of that. Heed the above advice.

I would just have an electrician replace all existing lift car lighting units with fully maintained units which will give you about 3 hours of emergency lighting.
