Got a dmc after fire testing shunt took out power to elevator. When power restored elevator is in Fire service operation and Inspection (IN). Car top inspection switch is in off position. Car will not move on inspection with car top inspection switch in off position even though CLC says it’s in inspection mode. With car top inspection switch in on position car will move on inspection. I can’t reset FEO with the clc saying IN . So the car top switch is not the problem. Clc will not let go of IN .. IN relay is not stuck . Has anyone ever seen this ? Is my clc bugging out ?

Maybe a blown fuse? IN and INB should have 24vdc if I'm not mistaken

I did have one recently that would not come off FEO. Pulled the battery with power off, re-entered parameters then did HW & door scans.

But is IN picked or not? Really sounds like it’s on access or someone has lifted INB in the machine room.

You need to use a meter to see why you aren’t getting P24 to the IN relay in the controller. We know you have it to the car top inspect switch, are you getting through that N/C contact down to the access switch? Through the N/C access switch contact to INB in the COP, back to the controller on INB. If you have 24v at INB on the relay board pull the IN relay and put your meter across the coil terminals. If you have 24vdc there you have an open coil or the wrong voltage relay.

I had 48v to INB in cop. But not to INB on controller. Touched the wire and IN picked. So loose wire to INB was the problem. Has nothing to do with shunt test. Wired coincidence
