The first problem was that the elevator would overshoot the 2nd floor. In up direction it would re-level and correct itself in down direction it overshot too much and fault out. I disabled all the 2nd floor hall/car calls so they could use the elevator to get from 1 to 3. I replaced the encoder, the encoder board, and the neuron piggy back board on the encoder board and kept the old software chip. Now the elevator overshoots all floors and faults out on 1 & 2. I put everything back the way it was, and nothing changes. (I then put all the new boards back, but left the original encoder bc I verified it had +4.9v and had a count on A and B. The D4 led (slow down indicator) on the encoder board does not blink until it's on the magnets. On the other elevators it blinks before it sees the magnet.
The odd thing is that I have had this same problem on 2 other elevators at the same building. I ended up replacing the encoder board on the car top, along with the neuron piggy back board. (I used the original chip in the new neuron board). I also replaced the encoder for good measure. This fixed the problem in both of the other elevators.
Does Kone Spares sell a car top board? The P31527 part number brings up a different one with Kone Spares, and they said they are not sure if they carry the one I sent them a picture of anymore. I may be able to send it to get repaired, the other boards I can purchase.
The SL, or as I like to call them, Crap lickers, are a beast unless you have a Miprom Service Tool. The 3 or more floor jobs are really a bear with out a tool. The slowdown input does come from the encoder as you have found on other jobs. But the 3 stop has a floor table also. This also uses the encoder to install. Although you can put a floor table in by measuring he floor to floor value in inches and enter that. you still need a service tool to do any of this. Just a quick thought to your problem, have you tried to make the valve up transition a little faster. I once readjusted floor tables and it turned out to be a valve adjustment. Something to try. As for the part number for the on the car top board I have it as P-31517 for the mother board.
God I hate those! We were at a point once that we were willing to buy the Kone tool but the one they sell now doesn’t even work on an SL. I call them Miprom SOL because if you don’t have a tool, you are SOL.
On a more general note, the metallic cigar switches and the Molex plugs that they’re connected to are a major weak point in my experience.
P-31517 is the correct part number (number printed on the actual board is the 31527) Thanks!! I will try the adjusting the valve, it didn't solve the issue on the other elevators, but it can't hurt.

I did find a bad cigar switch and replaced it. The artwork on the circuit board between the switches and the terminals was bad, but no such luck on this one.... if you can call that luck.
I do not BELIEVE that this is your issue with the tool. We had to use the original brick tool that Montgomery had a few months back on one. We modded that one, as there was a board in the C.O.P. that was no longer available. Just a thought..... with the money you are about to spend, you could mod it....
I am not sure that the freedom tool has SL Software on it. You would do well to ask before you buy. Solidstate is giving you good advice. The SL runs well, but when a problem crops up they are a beast to work on even with an original tool from Kone. Not to mention the boards being obsolete.
