it looks like a vertitech controller, very similar to o.thompson, i was just going to make a thread on this controller to see if anyone had a manual on it. the prints don't help with identifying the purpose of the relays.

That is a Curtis controller, the blue square timers are the giveaway.
one of the many companies that were created from the O'Thompson controller company Like C & L, ESI, & HLL.
