Dan was extremely helpful with this. I emailed him and he directed me to the H relay not dropping out to allow the slow down and told me to work back from there. I swapped out the INA(A) relay and my problems have gone away, the ones related to this elevator anyway
Apparently the normally closed contact was not opening when the relay was energized, at least not with any regularly.
