Look for worn ladders on the relays in the up or stopping circuit. “Ladders” being the phenolic support on the end of the relays facing you. Those rectangular open steps between each contact finger wear out creating too great a gap between NO/NC contacts and they won’t make up. The old guy trick was if you found the offending contact, slipping a paper match (yes out of a match book) under the contact finger between it and the ladder step would give enough lift to allow the contact to make.
