Is this Schindler Controller programmable by the local display or do you need a proprietary tool to service the elevator?

You can use the smlcd to look at error codes and give some commands. You will need a Cadi Tool at some point. Drive is on the bottom of cabinet and govenor speed boards on cabinet door. Processor and I/O in main cabinet..You should be able to service unit as long as you don't need to change certain parameters....Then you will need to call the Big S!
