I'm looking for the following books for QEI course/exam that I'll be taking in February and I'm trying to save money since they are outrageously expensive. I'm interested in either the physical copy or pdf versions.

You can get free access to the NEC via the NFPA's website. I gave away the handbooks I had quite some time ago as I've been buying the digital products.
