If your laptop says the elevator status is b44 Canadian, more then likely a auxillary n.c. contact on one the BK relays is failed.

I had the same thing on a Tac 22. Found a relay popped out of its socket in bottom of controller. Appeared that battery back up unit was pushed against relay and popped it out. Reset relay and unt took off liked a raped ape.
