It sounds like there is a type of old style landing call service zoning issue on old relay logic lifts. Hall calls operated via a zone ring and unless there was enough demand only 1 lift would start a generator and use that lift for all these calls. The more calls, the more resistance in the zone, the more lifts started up. Not applicable in this case though but similar?
