I think that this type of information should be kept in "competent hands". During the 1989 quake I helped building engineers and they assisted me like wise. We started at hospital first,then office buildings. Everyone seemed to quickly and alertly help each other. No situation will be the same. Some buildings instructed the engineers to reset EQ. Luckly power wasn't returned till the next morning. I secured all elevator as I enter each building. I don't think I heard of anyone being stuck more than 40 minutes likely because of the World Series!
