The PI showing 16 is the clue. You have lost some parameter settings (probably due to some problem with main incoming supply). Only solution is to reinstate all parameters to correct values.
Have had this scenario happen a few times in the past.
Shaft set up requires 61U and 30 led's on and 61N off make sure safety input led lights when you turn RDF to normal to begin set-up drive. Does this elevator have 1 COP or 2 COP's?
