Yes you still need the ring & string. If there is an earthquake and the counterweight comes out of the rails, anyone could press the reset buttons in the machine room, the car could then run and pull the counterweight through the cab killing the passengers. Personally, I would rather have just the ring & string then just the seismic switch.
