Most likely not getting MCE input when car tries to run up. Up to speed contact on starter has to close and pick MUTS relay, MUTS picks MCE input.

90% the soft starter up to speed input shorted

The MUTS wire can be put in run input to get the car going until you can install a new Siemans board. They are only about $ 150.00
