There is a redundant circuit in the 616L(x) relays that will do this to you. It is to check for the existence of ETS switches in the hoistway. I believe that input is T6/11 going to the 722:1 I/O pin A/14E. Either fix those 616L(x) contacts or you can eliminate them by jumping since they are redundant check for switches. If your hoistway switches are open the car will make a flying stop when 616L(x) opens as it does on a TMS 900-9000 with the jumpers on. That A/14E input generates the overspeed to stop the car at the next floor if 616L(x)contacts do not work. If you want to keep them, Ohm them out and make sure they go to zero Ohms when pushed in manually.
