otis still has some parts available. so do most other elevator parts houses. the parts not available can be made by otis but its much cheaper and safer to upgrade to "like for like" newer industry parts. do you bring in a model-T to a ford dealer and expect them to have every part? or even someone that is still alive that works on that old of equipment. as elevator technicians we can do a lot but sometimes the benefits outweigh the cost or need.
