Run it up on inspection until it stops then close the ball valve so it can’t level down. Or lift DSS1 and run it up til it stops, it’ll try to level back down but wont be able to so you have plenty of time to see where this down command is coming from. Something is picking the down relays that should not be. Sure sounds like the level enable circuit but there shouldn’t be 24v there on inspection. How about this, if you run the car below the floor on inspection does it level back up?
