Measure CCH to Shield & CCL to Shield. Should see 2.5VDC on each line to shield. If not, you have a Comm issue and will need to figure out which board or boards are bad. Could be IOD or CWIL, Just isolate to boards br removing CCH/CCL connector and measure CAN voltages.
