There is nothing in the service tool telling you how to overspeed the car with the controller. The easiest way is to hold P and the Brake relay in by hand with a full load in the car. The service tool does have an option to run the car and counterweights into the buffer at full. speed. It is a process that invloves jumping out rail switches and jumping the ETS, and NTS Boards out.I don't recomend attemting this if you aren't extremly familiar with the Miprom 21 controller.
