I don't know about California but here in Maryland we have to do a pretest on mod and new construction jobs with a third party QEI inspector prior to the state inspector coming out. The state inspector sometimes will repeat the entire test regardless of what the QEI report says. Of course on two or more units the state has to be scheduled for several days at a time. It's a total pain and a scheduling nightmare since the state only gives you a week between the third party and their own inspection.
